Employment initiative contract
The CIE (Employment Initiative Contract) was a contract whose objective was to facilitate access to employment for people experiencing difficulties in professional integration, thanks to financial assistance for the employer. The CIE system presented here is that which was applicable until the entry into force, on 1 January 2010, of the single integration contract (CUI), knowing that the current CIE agreements continue to be executed until at their term, under the conditions provided for at the time of their conclusion.
Who could benefit from it?
The long-term unemployed (registered as jobseeker for at least 12 months in the last 18 months);
The beneficiaries of the minimum income as well as their spouse or partner;
The disabled workers ;
The beneficiaries of thesolidarity allowance ;
The beneficiaries of thewidowhood allowance and single women with families;
The French having lost their job abroad ;
The people of over 50 years old in a conversion agreement or on conversion leave;
The detainees released presenting particular difficulties in accessing employment;
People who have benefited from a THOSE or a CEC ;
The young people of 18 to 26 years old :
- having dropped out of school before the final year of the second long cycle of secondary education, or having at most completed the second short professional cycle without having obtained the diploma;
- who have completed a CES or an orientation contract in the 3 months preceding hiring under a CIE;
The young, unemployedwho completed their national service for 6 months to 12 months, and who were seeking long-term employment before their service.
Type of contract
The CIE was an employment contract that can be:
- to undetermined duration ;
- for a fixed term, which must be between 12 and 24 months;
- full time ;
- part-time, the working time not being less than 20 hours per week.
What were the benefits?
For beneficiaries :
- a possibility of professional reintegration;
- in some cases, training related to the company’s activity (the agreement could provide for assistance with training and tutoring, in particular for hiring a person who has been unemployed for more than 2 years).
For employers :
- an exemption from employers’ social security contributions for a maximum of 2 years on the part of the salary not exceeding the minimum wage. This exemption could be extended until retirement age if the recruited person is aged over 50 and under 65 at the time of hiring and was either a long-term job seeker with proof of 12 months of continuous registration before being hired or before the initial contract which could potentially open the right to extension of the CIE, either disabled, or recipient of the RMI for more than a year;
- financial aid which could not exceed 47% of the gross hourly rate of the Smic, within the limit of a weekly working time of 35 hours.
Note: employers could not combine, for the same employee, the advantages linked to the CIE with other employment aid.
No CIE could be concluded by a company having carried out an economic redundancy in the previous 6 months.

Our tips:
The possible extension of a CIE agreement must be carried out in the form of a new initial CUI agreement (single integration contract). The duration of the previous agreement is taken into account in order to determine that of the CUI.
